  We will accelerate the construction of desulphurization, denitrification and dust removal projects in key industries。All coal-fired power plants, sintering machines and pellet production equipment in iron and steel enterprises, catalytic cracking units in petroleum refining enterprises, and non-ferrous metal smelting enterprises are required to install desulfurization facilities, and coal-fired boilers with 20 tons of steam per hour or more are required to implement desulfurization。Denitrification facilities should be installed in all coal-fired units except circulating fluidized bed boilers, and denitrification facilities should be installed in new dry cement kilns to implement low-nitrogen combustion technology transformation。Existing dust removal facilities for coal-fired boilers and industrial kilns should be upgraded。
  We will promote the control of volatile organic matter pollution。In petrochemical, organic chemical industry, surface painting, packaging and printing industries to implement volatile organic compounds comprehensive remediation, in the petrochemical industry to carry out "leak detection and repair" technical transformation。Complete the oil and gas recovery and treatment of gas stations, oil storage depots and oil tank trucks within a limited time, and actively carry out the oil and gas recovery and treatment of crude oil products terminals。Improve the limits of volatile organic compounds for paints, adhesives and other products, promote the use of water-based coatings, and encourage the production, sale and use of low-toxic and low-volatile organic solvents。
  By the end of 2015, the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Pearl River Delta and other regions should basically complete the construction and renovation of pollution control facilities for coal-fired power plants, coal-fired boilers and industrial kilns, and complete the comprehensive treatment of organic waste gas in petrochemical enterprises。

  3. Strengthening the prevention and control of pollution from mobile sources。Strengthen urban traffic management。Optimize urban functions and layout planning, promote intelligent traffic management, and alleviate urban traffic congestion。We will implement the strategy of giving priority to public transport, increase the proportion of public transport trips, and strengthen the construction of pedestrian and bicycle transport systems。According to the urban development plan, the number of motor vehicles should be rationally controlled, and the number of motor vehicles in Beijing, Shanghai, Guangzhou and other megacities should be strictly limited。By encouraging green travel, increasing the cost of use and other measures to reduce the intensity of motor vehicle use。

  We will vigorously promote new energy vehicles。Public transportation, sanitation and other industries and government agencies should take the lead in using new energy vehicles, and adopt measures such as direct registration and financial subsidies to encourage individuals to buy。In Beijing, Shanghai, Guangzhou and other cities, the proportion of new energy and clean fuel vehicles added to or updated buses every year has reached more than 60%。
  Second, adjust and optimize the industrial structure and promote industrial transformation and upgrading

Reducing excess production capacity。We will strengthen law enforcement and penalties for environmental protection, energy consumption and safety, and establish a mechanism to promote the withdrawal of excess capacity in the "two high" industries with energy conservation and environmental protection standards。We will formulate fiscal, land, and financial support policies to support enterprises in the "two high" industries with excess capacity to exit, transform and develop。We will give full play to the leading role of strong enterprises in the development of the industry, and promote the reduction of excess capacity through the merger and reorganization of cross-regional and cross-ownership enterprises。It is strictly prohibited to approve new production capacity projects in industries with serious overcapacity。
  7. Resolutely stop building illegal projects under construction in industries with serious overcapacity。We will conscientiously clean up illegal projects under construction in industries with serious overcapacity, and will not allow construction to begin on illegal projects that have not been approved for construction, approved for construction at the same time, or approved beyond the authority.If construction is under way, it must be stopped。Local people's governments should strengthen organization, leadership, supervision and inspection, and resolutely curb the blind expansion of industries with serious overcapacity。
  Third, accelerate the technological transformation of enterprises and improve the ability of scientific and technological innovation

  Strengthen the technology research and development of desulfurization, denitrification, efficient dust removal, volatile organic matter control, diesel engine (vehicle) emission purification, environmental monitoring, as well as new energy vehicles, smart grid, and promote the transformation and application of technological achievements。Strengthen international exchanges and cooperation on advanced technologies and management experience in air pollution control。
  9. Vigorously developing a circular economy。We will encourage industrial agglomeration and development, carry out circular transformation of industrial parks, promote the cascade utilization of energy, the recycling of water resources, the exchange and utilization of waste, and the economical and intensive use of land, promote the circular production of enterprises, the circular development of industrial parks, and the circular combination of industries, and build a circular industrial system。Promote coordinated waste disposal in cement, steel and other industrial kilns and blast furnaces。We will vigorously develop the remanufacturing of mechanical and electrical products and promote the development of the resource recycling industry。By 2017, the energy consumption per unit of industrial added value will be reduced by about 20 percent compared with 2012, more than 50 percent of all types of national parks and more than 30 percent of all types of provincial parks will be recycled, and the proportion of recycling of major non-ferrous metals and steel will reach about 40 percent。
  11. Vigorously fostering energy conservation and environmental protection industries。Efforts will be made to effectively transform the policy requirements for air pollution control into market demands for the development of energy conservation and environmental protection industries, and promote the innovative development and industrial application of major environmental protection technologies, equipment and products。We will expand the domestic consumer market, actively support new forms and models of business, foster a number of large energy-saving and environmental protection enterprises with international competitiveness, significantly increase the output value of air pollution control equipment, products, and services, and effectively promote the development of strategic emerging industries such as energy conservation, environmental protection, and new energy。Encourage foreign investment in energy conservation and environmental protection industries。
  Fourth, accelerate the adjustment of the energy mix and increase the supply of clean energy
  (12) Control total coal consumption。We will set medium - and long-term targets for controlling total national coal consumption and implement target responsibility management。By 2017, coal will account for less than 65 percent of total energy consumption。The Beijing-Tianjin-Hebei, Yangtze River Delta, and Pearl River Delta regions strive to achieve negative growth in total coal consumption, and replace coal by gradually increasing the proportion of receiving external power transmission, increasing natural gas supply, and increasing the intensity of non-fossil energy utilization。

  13. Accelerating the alternative use of clean energy。We will increase the supply of natural gas, coal-to-gas and coal-bed methane。By 2015, the capacity of natural gas trunk pipelines will be increased by more than 150 billion cubic meters, covering the Beijing-Tianjin-Hebei region, the Yangtze River Delta and the Pearl River Delta。Optimize the use of natural gas, new natural gas should give priority to ensure the life of residents or replace coal;Encourage the development of natural gas distributed energy and other high-efficiency utilization projects, limit the development of natural gas chemical projects;Natural gas peaking power plants will be developed in an orderly manner, and no new natural gas power generation projects will be built in principle。
  Formulate the development plan of coal-to-natural gas, and accelerate the industrialization and scale of coal-to-natural gas under the premise of meeting the strictest environmental requirements and ensuring the supply of water resources。
  We will actively and orderly develop hydropower, develop and utilize geothermal energy, wind energy, solar energy, and biomass energy, and develop nuclear power safely and efficiently。By 2017, the installed capacity of nuclear power units in operation will reach 50 million kilowatts, and the proportion of non-fossil energy consumption will increase to 13 percent。
  The urban built-up areas of the Beijing-Tianjin-Hebei region, the Yangtze River Delta city cluster and the Pearl River Delta region should accelerate the pace of replacing natural gas in the existing coal-fired facilities of industrial enterprises.By 2017, the task of replacing natural gas in coal-fired boilers, industrial kilns and self-provided coal-fired power stations will be basically completed。

Promoting clean utilization of coal。To increase the proportion of coal washing, new coal mines should build coal washing facilities simultaneously, and existing coal mines should speed up construction and transformation;By 2017, the utilization rate of raw coal will reach more than 70%。The import of low-quality coal with high ash and sulfur content shall be prohibited, and measures for coal quality control shall be studied and promulgated。Limit the import of high-sulfur petroleum coke。
  We will expand the no-burning zones for high-polluting fuels in cities from built-up urban areas to the suburbs。In combination with the transformation of urban villages, urban and rural fringe areas, and shantytowns, through policy compensation and the implementation of peak and valley electricity prices, seasonal electricity prices, ladder electricity prices, peak electricity prices and other measures, gradually implement natural gas or electricity instead of coal。Encourage the construction of clean coal distribution centers in northern rural areas, and promote the use of clean coal and briquette。
  15. Improving energy efficiency。We will strictly implement the energy conservation assessment and review system。The energy consumption per unit product (output value) of new energy-consuming projects should reach the domestic advanced level, and the energy-using equipment should meet the first-level energy efficiency standards。In the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Pearl River Delta and other regions, energy consumption per unit product (output value) of newly built energy-intensive projects should reach the international advanced level。
  We will actively develop green buildings and take the lead in implementing green building standards for government-invested public buildings and affordable housing。New buildings should strictly implement mandatory energy conservation standards, and promote the use of solar hot water systems, ground source heat pumps, air source heat pumps, photovoltaic building integration, "heat-electricity-cold" triple supply technologies and equipment。
  Promote the heating metering reform, and accelerate the heating metering and energy-saving renovation of existing residential buildings in the northern heating areas;New buildings and existing buildings that have completed heating metering transformation shall gradually implement heating metering charges。We will accelerate the construction and renovation of the heat supply network。
  Fifth, strict access to energy conservation and environmental protection, optimize industrial spatial layout

  We will implement differentiated industrial policies in the eastern, central and western regions, and set higher requirements for energy conservation and environmental protection in the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Pearl River Delta。We will strengthen environmental supervision and strictly prohibit the transfer of outdated production capacity。

  18. Improving spatial patterns。Scientific formulation and strict implementation of urban planning, strengthen urban space control requirements and green space control requirements, standardize the establishment and layout of various industrial parks and urban new towns and new districts, prohibit arbitrary adjustment and revision of urban planning, and form urban and regional spatial patterns conducive to the diffusion of air pollutants。We will study and carry out pilot work on master planning for the urban environment。
  In combination with the reduction of excess capacity, energy conservation and emission reduction, and the merger and reorganization of enterprises, the orderly relocation and renovation of steel, petrochemical, chemical, non-ferrous metal smelting, cement, flat glass and other heavily polluting enterprises located in the main urban areas of the city will be basically completed by 2017。
  6. Give play to the role of market mechanisms and improve environmental economic policies
  19. Giving play to the regulatory role of market mechanisms。In line with the principle of "who pollutes, who is responsible, more emissions, more burdens, energy conservation and emission reduction benefits, compensation", actively implement a new mechanism of energy conservation and emission reduction with incentives and constraints。
  Enterprises shall set consumption quotas for water, electricity and other resource products by industry and region。Establish a "leader" system for enterprises, and encourage advanced enterprises that meet higher standards for energy efficiency and pollutant discharge intensity。
  We will fully implement preferential fiscal and tax policies on "contract energy management", improve supportive policies to promote the development of environmental services, and promote integrated franchising of investment, construction and operation of pollution control facilities。Improve green credit and green securities policies, and incorporate corporate environmental information into the credit investigation system。Strictly restrict loans and listed financing for enterprises that violate environmental laws。We will push ahead with trials of paid use and trading of emission rights。
  20. Improving price tax policies。According to the denitration cost, combined with the adjustment of sales electricity price, improve the denitration electricity price policy。Existing thermal power units using new technology for dust removal facilities transformation, to give price policy support。Implement a cascade electricity price。
  We will push forward the reform of the pricing mechanism for natural gas and rationalize the price-comparison relationship between natural gas and alternative energy sources。
  In accordance with the principles of reasonable cost compensation, high quality prices and polluter pays, we will reasonably determine the prices of refined oil products, and improve the policy of reforming and subsidizing the prices of refined oil products for some groups in difficulty and for public welfare industries。
  We will increase the collection of pollutant discharge fees to ensure that they are fully collected。We will raise the pollutant discharge fee standard in a timely manner and include volatile organic compounds in the scope of pollutant discharge fee collection。
  The study will include some "two high" industry products into the scope of consumption tax collection。We will improve the export tax rebate policy for products in the "two high" industries and the tax policy for the comprehensive utilization of resources。We will actively promote the reform of pricing taxes on coal and other resources。Enterprises that comply with tax laws and regulations, use special equipment or build environmental protection projects and high-tech enterprises can enjoy enterprise income tax incentives。
  Expanding investment and financing channels。We will deepen reform of the investment and financing system for energy conservation and environmental protection, and encourage private and nongovernmental capital to enter the field of air pollution prevention and control。We will guide banking financial institutions to increase credit support for air pollution prevention and control projects。We will explore mortgage financing models for pollution rights, and expand financing and leasing of energy conservation and environmental protection facilities。
  Local people's governments should increase policy support for "coal to gas" projects related to people's livelihood, the elimination of yellow label vehicles and old vehicles, and the replacement of low-speed trucks by light trucks, and provide guiding financial support for cleaner production demonstration projects in key industries。The construction of air quality monitoring stations and their operation and supervision funds should be included in financial budgets at all levels to ensure。
  On the basis of effective environmental law enforcement and the rationalization of the price mechanism, the central government has coordinated and integrated special projects such as the reduction of major pollutants, set up special funds for the prevention and control of air pollution, and implemented "rewards instead of subsidies" for key regions according to the results of treatment.Central investment in capital construction should also increase support for air pollution prevention and control in key areas。
